Prior to the establishment of the municipality, a Village Committee, Church Council, and a Village Management Board functioned respectively, in this area. The Village Committee governed the newly formed town, which came into being in 1876 (Die Geskiedenis van Britstown, 1952, p 1). On 31 October 1877, the village ground was transferred to the Dutch Reformed Church (correspondence file 12/4/2 item no 1). The Village Committee proceeded to be the only local authority until 7 October 1878 when the Church Council took over the relevant committee’s function (correspondence file 12/4/2 item no 1).

The Village Management Board was constituted on 3 January 1890 in terms of Proclamation No 4, 1890 (The Cape of Good Hope Government Gazette No 7152, 7 January 1890). No archives of this latter body have remained preserved.

The Municipality of Britstown was constituted on 14 January 1899 in terms of Proclamation No 17, 1899 under provision of the Municipal Act of 1882 (The Cape of Good Hope Government Gazette No 8095, 20 January 1899).

In 1994 Britstown became part of the Northern Cape Province. It forms part of the Emthanjeni Local Municipality, one of eight local municipalities that falls under the Pixley ka Seme District Municipality.

The Village Management Board of Citrusdal was constituted on 13 September 1922 under Proclamation No 199 of 1922 in terms of Ordinance No 11 of 1921.

The Municipality of Citrusdal was constituted on 1 March 1957 under Proclamation No 197, 1956 in terms of Ordinance No 19, 1951 (The Province of the Cape of Good Hope Official Gazette No 2837, 26 October 1956).

In terms of the Local Government Transition Act, 1993 (Act 209 of 1993) the Municipality of Citrusdal was dissolved with effect from 1 January 1995 and the Citrusdal Transitional Local Council established (Province of Western Cape Provincial Gazette No 4814, 30 December 1994, Proclamation No 108, 28 December 1994).

In terms of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998) the existing Citrusdal Transitional Local Council together with the Graafwater Municipality, Clanwilliam Transitional Representative Council, Clanwilliam Transitional Local Council, Lamberts Bay Municipality, Piketberg Transitional Representative Council and the Vanrhynsdorp Transitional Representative Council was disestablished and the Cederberg Local Municipality established (Province of Western Cape Provincial Gazette Extraordinary No 5589, 22 September 2000, Provincial Notice No 482, 22 September 2000). The Cederberg Local Municipality forms part of the larger West Coast District Municipality.

The Municipality of Cradock was constituted 15 September 1837 under provision of Ordinance No 9 of 1836.

In 1994 Cradock became part of the Eastern Cape Province. It forms part of the Inxuba Yethemba Local Municipality, one of six local municipalities that falls under the Chris Hani District Municipality.

The Village Management Board of De Rust was constituted on 24 July 1905 under Proclamation No 245 of 1905 in terms of the Villages Management Act of 1881.

The Municipality of De Rust was established on 27 November 1974 in terms of sections 5.1 and 8.1 of Municipal Ordinance No 20, 1974 according to Proclamation No 414 of 1974 (Province of the Cape of Good Hope Official Gazette Extraordinary No 3809 dated 3 December 1974).

In terms of the Local Government Transition Act, 1993 (Act 209 of 1993) the local government bodies within the De Rust Forum Area, namely the Municipality of De Rust and Blomnek Management Committee, was dissolved with effect from 1 December 1994 and the De Rust/Blomnek Transitional Local Council established (Province of Western Cape Provincial Gazette Extraordinary No 4896, 30 November 1994, Proclamation No 80, 29 November 1994).

In terms of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998) the existing De Rust/Blomnek Transitional Local Council as well as the Bo-Langkloof Transitional Representative Council, Dysselsdorp Transitional Council, Oudtshoorn Municipality and Oudtshoorn Transitional Representative Council was disestablished and the Oudtshoorn Local Municipality established (Province of Western Cape Provincial Gazette Extraordinary No 5592, 22 September 2000, Provincial Notice No 502, 22 September 2000). The Oudtshoorn Local Municipality forms part of the larger Garden Route District Municipality (previously known as the Eden District Municipality).

The Village Management Board of Tylden was established on 1 June 1911 in terms of Proclamation No 126, 1911 under provision of the Villages Management Act, No 1881 (Province of the Cape of Good Hope Official Gazette No 123, 11 July 1911). The Board continued to function until December 1974.

In terms of the provisions of Section 5 of the Municipal Ordinance No 20, 1974 all local authorities in existence prior to the promulgation of the said ordinance, were deemed municipalities. The first meeting of the Tylden Municipal Council was held on 21 January 1975 (volume 3/TDN 1/1/1/1).

The Municipality of Tylden was abolished with effect from 1 June 1976 and the area as defined in Proclamation No 126, 1911 and situated in the Queenstown division was declared a local area in terms of Proclamation No 177, 1976 under provision of the Municipal Ordinance, 1974 and the Divisional Councils Ordinance, 1952 (Province of the Cape of Good Hope Official Gazette No 3890, 28 May 1976).

The Village Management Board of Gordon’s Bay was established on 19 November 1902 under provision of the Villages Management Act, 1881, in terms of Proclamation No 248, 1902 (Cape of Good Hope Government Gazette, No 8494, 21 November 1902). Under provision of section 8 of the Municipal Ordinance, 1951 (0rdinance No 19, 1951), the Village Management Board area of Gordon’s Bay became a municipality as from 1 February 1961 in terms of Proclamation No 172 of 1960 (Province of the Cape of Good Hope Official Gazette, No 3046, 16 September 1960).

Under provision of section 8 of the Municipal Ordinance, 1951 (Ordinance No 19, 1951), the Village Management Board area of Gordon’s Bay became a municipality as from 1 February 1961 in terms of Proclamation No 172 of 1960 (Province of the Cape of Good Hope Official Gazette, No 3046, 16 September 1960).

On 1 February, the local authorities of Somerset West Municipality, Strand Municipality, Gordon’s Bay Municipality, Lwandle Town Council, Macassar Management Committee and Sir Lowry’s Pass Management Committee were dissolved and each one replaced by a Transitional Metropolitan Substructure. The new Cape Metropolitan Council was created which included all the substructures (The Province of the Western Cape Official Gazette No 4929, Proclamation no 18).

On 28 May 1996, the substructures were dissolved, and a new Helderberg Substructures was created, remaining part of the Metropolitan Council (The Province of the Western Cape Official Gazette No 5051, Proclamation No 27).

On 4 December 2000, the Cape Metropolitan Council and the substructures were abolished, and the new City of Cape Town was created (The Province of the Western Cape Official Gazette No 5588, Proclamation No 479).

The Municipality of Murraysburg was constituted on 10 March 1860 in terms of Proclamation No 16 of 1860 under provision of Ordinance No 9 of 1836.

In terms of the Local Government Transition Act, 1993 (Act 209 of 1993) the local government bodies in the Murraysburg Forum Area, namely the Municipality of Murraysburg and the Management Committee of Murraysburg, was dissolved and a transitional local council under the name “Municipality of Murraysburg” was established (Province of Western Cape Provincial Gazette Extraordinary No 4885, 21 October 1994, Proclamation No 65, 5 October 1994).

In terms of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998) the existing Municipality of Murraysburg together with other municipalities was disestablished and the Beaufort West Local Municipality established (Province of Western Cape Provincial Gazette Extraordinary No 5593, 22 September 2000, Provincial Notice No 508, 22 September 2000). The Beaufort West Local Municipality forms part of the larger Central Karoo District Municipality.

The Local Board of Milnerton was constituted on 24 December 1925 in terms of Proclamation No 243, 1925 under provision of the Local Board Ordinance No 11, 1921 (Province of the Cape of Good Hope Official Gazette, No 1011, 31 December 1925). The Board ceased to exist at the end of June 1955 when a Municipal Council was established.

The Municipality of Milnerton was constituted on 1 July 1955 in terms of Proclamation No 30 dated 22 February 1955 under provision of Ordinance No 19, 1955 (Province of the Cape of Good Hope Official Gazette No 2746, 11 March 1955).

On 1 February 1995 all local authorities were dissolved and each one was replaced by a Transitional Metropolitan Substructure. The new Cape Metropolitan Council was created which included all the substructures (Province of Western Cape Provincial Gazette, No 4929, Proclamation No 18).

On 28 May 1996 the substructures were dissolved and a new Blaauwberg Substructure was created, remaining part of the Cape Metropolitan Council (Province of Western Cape Provincial Gazette Extraordinary, No 5051, 28 May 1996). Local elections were held for these structures on 29 May.

The Municipality of Simonstown was constituted on 25 January 1883 under Proclamation No 9 of 1883 in terms of the provisions of the Municipal Act, 1882.

On 1 February 1996 all the local authorities in the Cape Peninsula and surrounding areas were dissolved and each one replaced by a Transitional Metropolitan Substructure. The new Cape Metropolitan Council was created which included all the substructures (The Province of the Western Cape Official Gazette No 4929, Proclamation No 18).

On 28 May 1996, the substructures were dissolved, and a new South Peninsula Substructure was created, remaining part of the Metropolitan Council (The Province of the Western Cape Official Gazette No 5051, Proclamation No 27).

On 4 December 2000, the Cape Metropolitan Council and the substructures were abolished, and the new City of Cape Town was created ((The Province of the Western Cape Official Gazette No 5588, Proclamation No 479).

The Village Management Board of Hoedjes Bay was established on 20 November 1916 under provision of the Villages Management Act of 1881 according to Proclamation No 246, 1916 (Province of the Cape of Good Hope Official Gazette No 246, 1 December 1916).

From 6 March 1942 the Village Management Board of Hoedjes Bay was renamed the Village Management Board of Saldanha Bay under virtue of Section 4 of the Village Management Boards Ordinance of 1921 according to Proclamation No 13, 1942 (Province of the Cape of Good Hope Official Gazette No 1981, 6 March 1942).

The Board continued to function until Saldanha Bay obtained municipal status in March 1954.

By virtue of Proclamation No 408 of 26 November 1974 under provision of the Saldanha Bay Municipal Administration Ordinance No 16 of 1974 and Municipal Ordinance No 19 of 1951, the Municipality of Vredenburg was combined with the Municipality of Saldanha and the name Vredenburg-Saldanha Municipality assigned to it (Province of the Cape of Good Hope Official Gazette No 3808, 29 November 1974).

In terms of the Local Government Transition Act (Act No 209 of 1993), the Municipality of Vredenburg-Saldanha was dissolved and the West Coast Peninsula Transitional Council was established in terms of Proclamation No 104 of 1994, dated 30 December 1994 (Province of the Western Cape Provincial Gazette Extraordinary, No 4914, 30 December 1994) to govern and represent in respect of its area of jurisdiction in accordance with the provisions of the Municipal Ordinance, 1974 (Ordinance 20 of 1974).

In terms of the Local Government: Municipal Structures Act, 1998 (Act 117 of 1998) the existing West Coast Peninsula Transitional Council together with the Municipality of Langebaan, the Malmesbury Transitional Representative Council and the Municipality of Hopefield was disestablished and the Saldanha Bay Local Municipality established (Province of Western Cape Provincial Gazette Extraordinary No 5589, 22 September 2000, Provincial Notice No 484, 22 September 2000). The Saldanha Bay Local Municipality forms part of the larger West Coast District Municipality.
