The Municipality of Carnarvon was constituted on 22 June 1876 under Proclamation No 41 of 1876 in terms of Ordinance No 9 of 1836.

In 1994 Carnarvon became part of the Northern Cape Province. It forms part of the Kareeberg Local Municipality, one of eight local municipalities that falls under the Pixley ka Seme District Municipality.
