Town Clerk, Municipality Middelburg

The Municipality of Middelburg was constituted on 27 May 1856 in terms of the provisions of Ordinance No 9 of 1836.

In 1994 Middelburg became part of the Eastern Cape Province. It forms part of the Inxuba Yethemba Local Municipality, one of five local municipalities that falls under the Chris Hani District Municipality.

Town Clerk, Municipality Elliot

The Municipality of Elliot was constituted on 31 August 1911 under, and by virtue of, Section 68 and 81 of the South Africa Act, 1909, and Section 8 of the Municipal Act, 1882 in terms of Proclamation No 183, 1911 (The Province of the Cape of Good Hope Official Gazette No 144, 22 September 1911).

In 1994 Elliot became part of the Eastern Cape Province. It forms part of the Sakhisizwe Local Municipality, one of six local municipalities that falls under the Chris Hani District Municipality.

Town Clerk, Municipality King William's Town

A Municipal Corporation was established at King William’s Town by Ordinance No 1 of 8 February 1861 (BK 438 British Kaffrarian Ordinance).

In 1994 King William's Town became part of the Eastern Cape Province.

King William's Town (now known as Qonce) is part of the Buffalo City metropolitan municipality and it includes the towns of East London and Bhisho, as well as the large townships of Mdantsane and Zwelitsha.

Chief Regional Forest Officer, Transkeian Region, Umtata

During 1881 the Cape Parliament sanctioned the appointment of Count de Vasselot de Regné as Superintendent of Woods and Forests to reorganise the system of forest administration.

The first such reorganisation within the Transkeian District came about during 1887, when Forest Rangers, Forest Guards and Native Assistants were appointed. During the period prior to when the Transkeian Forest District was declared a conservancy, these forests fell under the control of the Conservator of Forests, Eastern Conservancy, King William’s Town.

Because of the lack of effective control over the Transkeian Forest District J Storr Lister (Conservator, Eastern Conservancy) was instructed to inspect the valuable forests of the Transkei and Griqualand East in order that a practical system of forest control could be introduced. The reason for such a course of action was that it was considered possible to increase the forest revenue for the district.

In 1889 the most senior official appointed to the Transkei Forest District was CC Henkel stationed in Griqualand East with the designation of Chief Forest Ranger. In a letter dated 30 April 1890 Henkel was informed of his promotion to “conservator” effective from 1 July 1889.

In spite of a thorough search it was impossible to determine the date when the Transkeian Territory was declared as such except that the first annual report of the Transkeian Conservancy was for the year 1889.

The duties of the Conservator of Forests, Transkeian Territories, were basically the same as those of the Conservator of Forests, Eastern Conservancy. They can be summarised as follows: The Conservator was entrusted with the control of all Crown Forests in the area under him and was authorised to issue, cancel or amend all licences issued with regard to the felling of timber, grazing of livestock on forest lands, squatting, igniting of fires as well as the hunting of and protection of game. He was further charged with the disposal of all forest produce. The District Forest Officers stationed at Umtata, Butterworth and Kokstad fell under his jurisdiction.

The post of Conservator of Forests was redesignated in 1959, as Chief Regional Forest Officer, Transkeian Territories and the sphere and scope of his duties extended by the inclusion of the state sawmills in his responsibilities.

District Forest Officer, Kokstad

The District Forest Officer, Kokstad, fell under the control of the Conservator of Forests, Transkeian Conservancy, Umtata. In 1897 the forestal district of Kokstad comprised the forest stations at Kokstad, Mount Ayliff, Mount Frere, Mvenyani, Qumbu and Umzimkulu (volume FCT 2/1). The first District Forest Officer at Kokstad was appointed on 21 May 1892 (Civil Service List, 1893, p 69).

District Forest Officer, Umtata

The District Forest Officer, Umtata, fell under the control of the Chief Regional Forest Officer, Transkeian Region, Umtata. The forestal district comprised the magisterial divisions of Mount Frere, Umtata, Elliotdale, Tsolo, Qumbu, Libode, Ngqeleni, St John’s and Mqanduli. As far as could be ascertained, PJ Doran, who was appointed on 1 July 1898, was the first District Forest Officer for Umtata.

Assistant District Forest Officer, Keiskama Hoek

In 1889 the Conservator of Forests, Eastern Conservancy, King William’s Town provisionally divided the Eastern Conservancy into five forestal districts, namely King William’s Town, Keiskama Hoek, Stutterheim, Alexandria and East London. Each forestal district was placed under the immediate supervision of a district forest officer.

The first district forest officer in charge of the Keiskama Hoek forestal district was EB Dwyer who was appointed on 1 January 1890 (Annexures to the Votes and Proceedings of the House of Assembly, G29-1889, Vol 2, p 49 and Cape of Good Hope Civil Service List, 1891, p 76). As from January 1909 the officer in charge of the Keiskama Hoek forestal district was designated Assistant District Forest Officer (Cape of Good Hope Civil Service List, 1910, p 149).

Secretary, Divisional Council of Aberdeen

The Divisional Council of Aberdeen was established on 2 August 1881 in terms of Act No 36 of 1879.

On 1 January 1980 the Divisional Council of Aberdeen was reconstituted together with the Divisional Councils of Graaff-Reinet, Jansenville, Murraysburg and Pearston to form the amalgamated Divisional Council of Kamdeboo (The Province of the Cape of Good Hope Official Gazette No 4061, 20 July 1979, Proclamation No 174, 18 July 1979).

Secretary, Divisional Council of Bedford

The Divisional Council of Bedford was established on 18 February 1858.

On 1 January 1980 the Divisional Council of Bedford was reconstituted together with the Divisional Councils of Somerset East and Fort Beaufort to form the amalgamated Divisional Council of Smaldeel (The Province of the Cape of Good Hope Official Gazette No 4061, 20 July 1979, Proclamation No 174, 18 July 1979).

Secretary, Divisional Council of Stutterheim

On 1 March 1881 the Division of Stutterheim was subdivided into six districts for Divisional Council purposes (Cape of Good Hope Government Gazette No 6116, dated 4 March 1881, Proclamation No 47 dated 1 March 1881). The first meeting of the Council was held on 11 May 1881 (Cape of Good Hope Government Gazette No 6141 dated 6 May 1881, Notice dated 28 April 1881).

On 1 January 1975 the Divisional Council of Stutterheim was reconstituted together with the Divisional Councils of Komga, King William’s Town and East London to form the amalgamated Divisional Council of Kaffraria (The Province of the Cape of Good Hope Official Gazette No 3796 dated 6 September 1974, Proclamation No 298 dated 30 August 1974).
